The purpose of this policy event is to discuss the theme of benchmarking higher education system performance from different perspectives: research, policy making and practice. The following issues will be addressed:

·         The concerns regarding the performance of higher education systems;

·         The methodological approach to measuring and comparing the performance of higher education systems;

·         The design, implementation and evaluation of higher education policies to enhance performance of higher education systems.

The policy event is an innovation in the EAIR program with the aim to provide an arena for discussions between policy makers, practitioners and researchers. Structural reforms are an important topic of high relevance to the EAIR audience, due to the fact that reform policies in higher education the last decade have resulted in a wave of structural reforms throughout Europe. The policy event focuses on policy evaluation and effects of structural reforms by asking: Policy evaluation, what works? When is a structural reform implemented? What are the results? How can we know to what extent the reform was successful? In this section there will be a short presentation by Jeroen Huisman of the key findings of “Policy analysis of structural reforms in higher education. Processes and outcomes” with an emphasis on evaluation/effects, followed by a panel discussion including practitioners, policy makers and researchers.
