Devolution of the governance and management of higher education in the UK has taken place in two stages in 1992 and in 1997-8 in the context of a wider devolution of government which was driven primarily by political considerations. The research for the study represents the first attempt to assess the results in higher education just over a quarter of a century after the first steps were taken.
